2022 Accessibility and Inclusion Site Improvement Grant

Grant Program Summary

The Oregon State University (OSU) Extension Service Outdoor School program is committed to supporting equitable and inclusive outdoor school programs for Oregon’s students as described in ORS 327.390.  To support and further invest in the outdoor school community’s efforts to provide outdoor school experiences that promote Equity, Diversity, Accessibility, and Inclusion (EDAI), the OSU Extension Service Outdoor School program is offering this 2022 Accessibility and Inclusion Site Improvement grant. These grant funds will support innovative improvements to 1) outdoor school site access, as well as 2) inclusion in the outdoor school experience for Oregon’s 5th and 6th graders.

We invite organizations with sites located in Oregon and providing outdoor school to students funded with OSU Outdoor School funds to submit applications to fund projects that reflect the Mission, Vision, and Values of the OSU Outdoor School program.

Applications should include at least one of the following site improvement components:

  1. Accessibility improvements identified in a recent site accessibility audit[1].
  2. Innovative improvements (beyond ADA standards) that focus on accessibility or inclusion barriers for special education students.
  3. Improvements to cultural responsiveness in curriculum or physical features.
  4. Improvements that increase the safety of an accessibility feature or improve the site’s ability to include all outdoor school participants safely.

To receive funding, all projects must include implementation of the OSU Outdoor School program’s Special Education and Accessibility Self-Evaluation Tool (SEASET). Applying organizations are permitted to implement the other Self-Evaluation Tools as well, but implementation of the SEASET is required.

APPLICATION DEADLINES

The application system will open on Wednesday August 31, 2022, and close at 5:00pm December 31, 2022, or when available funds are depleted. Application review will begin (depending upon the applications received) no earlier than October 17, 2022. We encourage applicants to complete your online application and upload all required materials in advance of the due date; giving time to troubleshoot technological issues.

 APPLICATION REQUIREMENTS

   A link to the online application system can be found in the photo at the top of this page. The application system and our     review teams will require that the application include:

    1. Project Overview:
      1. Provide a project name.
      2. Indicate which Site Improvement Component, as listed above, will be addressed within the project.
      3. Certify that the applicant is providing or participating in OSU Outdoor School-funded outdoor school.
      4. Provide a brief statement of the project need and how the need was identified (e.g., teacher/administrator feedback, prior use of OSU Self-Evaluation Tool(s), parent focus group).
      5. Describe the intended overall outcome of the proposed project, including a clear statement of how the project advances EDAI for outdoor school students.
    2. Scope of Work: This section of the application will describe the scope of work on a task-by-task basis.  For the purposes of this application, a task is a component of work that would generally cost a minimum $10,000 and/or take one or more month to complete.  For each task:
      1. Provide a task name.
        1. Describe how the task will help accomplish the overall project outcome (see item 1e above).
        2. Detail the activities required to complete this task.
        3. Provide a detailed budget (with matching or in-kind contributions[2]) broken down by:
          1. Salaries, wages, and benefits
          2. Contracted services
          3. Materials and supplies
          4. Travel
        4. Describe the qualifications of and expected participation of the staff/employees involved.
        5. Identify project partners, their roles within this task, and how they are qualified to perform this role.
        6. Describe the obstacle(s), barrier(s), or areas of growth that this task seeks to address.
        7. Describe the intended outcome and the resulting benefits of this task to outdoor school students.
      2. Upload a project schedule – the schedule should coincide with or follow the project task list structure (or work breakdown structure).
    3. OSU Self Evaluation Tools (for more information, watch this video or read this webpage)
      1. Which of the 3 Self-Evaluation Tools will you be using within this project? Select the one(s) you will be using.
      2. Identify the aspect(s) of the SEASET you plan to implement and provide a brief description of the organization’s plan to learn about equity, diversity, accessibility, and inclusion through implementation of this and any other Self-Evaluation Tool(s) selected.
    4. Sustainability Statement
      1. Describe how the proposed project is sustainable beyond grant funding.  Examples of how projects can be made sustainable include but are not limited to:
        1. Developing a maintenance and improvement plan including budget or income plans
        2. Enacting policy changes within the organization and your board that lead to sustained action related to EDAI beyond the grant period.
    5. Student Equity Statement[3]
      1. Select (from a picklist) any and all of the student identities positively impacted by the scope of work presented in this application.
      2. Describe your plans for working with members of the communities selected to assure the project will result in the outcomes needed by these communities.
    6. Project Budget:
      1. Review the overall project cost (as calculated from your individual task budget tables) and add overall indirect funds (if you are requesting them)
      2. Provide a budget narrative (following the task outline or work breakdown structure) detailing:
        1. specific reasons for contingency costs, if contingency is requested (we would anticipate contingency only in the Contracted Services and/or Material and Supplies categories).
        2. an explanation of how the matching/in-kind contributions are appropriate based on the percentage of your annual program efforts dedicated to outdoor school versus other types of programming (e.g., summer camp, venue rental).

APPLICATION REVIEW

Applications must include the following REQUIRED application components.  If an application does not address all requirements, the project will not be funded.

  1. Application addresses at least one of the four Site Improvement Components listed above.
  2. Applying organization must support students who attended outdoor school using OSU Outdoor School program funds.
    1. For districts/schools: Must have participated in outdoor school using OSU Outdoor School program funds and/or have applied for 2022-2023 OSU Outdoor School program funds.
    2. For providers and sites: Must have provided/hosted outdoor school for students receiving OSU Outdoor School program funds and/or have a contract to provide/host outdoor school for students receiving OSU Outdoor School program funds in 2022-2023.
  3. Project addresses an EDAI-based need to improve outdoor school for Oregon’s 5th and 6th grade students.
  4. Application identifies and describes how the SEASET and, if implemented, other Self-Evaluation Tools will be incorporated within at least one of the project tasks.
  5. Application describes how the organization will sustain the outcomes of the project beyond grant funding period.
  6. Application describes the organization's plan for working with members of affected communities to assure the project will result in the outcomes needed by those communities.
  7. Application includes detailed project budget and schedule
  8. Application budget narrative details how the budget was developed and how or why the matching/in-kind contributions are appropriate to the outdoor school usage/benefit.
  9. Application describes project partners and qualifications (if applicable).

DELIVERABLES AND REPORTING

Approved Grantees are required to submit annual progress reports on or before April 1 of each year, and a Final Report within one month of project completion.  All reports will be to the Outdoor School program office using the same online system used to apply for the grant.

Progress Report

By April 1 of each year, Grantees must provide a Progress Report which will request:

  1. Name of each approved project task (regardless of progress).
  2. Estimated percent of work completed (to date) for each task.
  3. Description of the activities completed (to date), as well as set-backs, successes, or changes to the scope for each task.
  4. Description of your plan of action for each task prior to the next April 1 annual report.
  5. Amount of the task budget needed to accomplish this work.
  6. Upload invoice for the total amount needed (with a line item for each task) to support the work scheduled in the next year.

   Final Report

   Within one month of the scheduled end of their project, Grantees must submit (using the online grant management           system) their final report.  The final report will ask:

    1. How did the project meet the identified need and how have you communicated this to those who helped you identify the need?
    2. How did you meet (partially or fully) the intended overall outcome of the project and what are/will be the current and future benefits to outdoor school programs and students? 
    3. Fiscal Closure
      1. Name of each approved project task.
        1. Describe how the task’s completion helped meet your overall project outcome.
        2. Summarize all task activities, as well as set-backs, successes, or changes to the scope for each task.
        3. Are you requesting a final disbursement of funds?
          1. If yes, how much?
      2. Upload an invoice for the total final disbursement requested with line items for each task.
      3. Copies of receipts and invoices may be requested upon review of the final report.
      4. Certify matching/in-kind contributions.
    4. Describe the result (positive or negative) of your interactions with project partners.
    5. Describe how this Project addressed (successfully or not) the obstacle(s), barrier(s), or areas for growth you identified in your application.
    6. Self-Evaluation Tool Results
      1. Describe the organization’s improvements to equity, diversity, accessibility and inclusion through implementation of the SEASET and any of OSU Outdoor School’s other Self-Evaluation Tools implemented for this project.
    7. Sustainability Results
      1. Describe your progress (success or failure) at making this work sustainable within your organization.
    8. Student Equity Results
      1. Describe how the student identities you identified in your application are being or will be positively impacted by the work completed for this project.
      2. Describe how you worked with members of the communities selected in your application and how working with them impacted the project.
    9. Budget Summary
      1. Describe budget variances or changes and why they were necessary for or beneficial to the overall project.

   Please note: The OSU Extension Service Outdoor School program office (or their designated representative) reserves           the right to request to attend or observe professional training sessions and/or tour construction sites at any point               during the application review or grant implementation process.

ALLOWABLE EXPENSES

Personal

Salaries, wages, and benefits for in-house staff, including, as applicable, payroll taxes, health insurance, retirement benefits, accrued leave liability, and workers compensation insurance.

Materials and Supplies

Consumable items purchased by Grantee and used during the completion of the project (including training materials and/or construction supplies, such as lumber, concrete, and gravel).  Materials purchased before grant approval should be included in the budget as match or in-kind contributions.  Grantees cannot purchase materials to stock up for projects beyond the approved scope of work.  Costs for materials provided by construction contractors, facilitators, consultants, or contracted trainers should be included within their contract in the Contracted Services category.

Travel Costs

Costs incurred getting to and from project location(s) by in-house personnel, including mileage and food costs, when travel is necessary for completion of the project. Home-to-office (i.e., commuting) costs are not eligible expenses. All anticipated travel costs must be described/requested in the application and calculated using U.S. government rates (IRS Private Vehicle Mileage Rate; U.S. General Services Administration Per Diem Rates) unless otherwise justified in the application.  Travel costs incurred by contractors will be included within their estimates and invoiced as part of Contracted Services (see above).

Indirect Costs

Overhead or administrative costs that cannot be readily identified to a specific project or function but are incurred by an organization (e.g., facilities, rent, administrative time, electricity, and telephone). Applicants can request up to 10% of the proposed contracted budget with justification. Grantees are not required to submit receipts for indirect costs within their grant reports.  

Contracted Services

Contractor expenses to complete proposed tasks, facilitation, training, or site accessibility audits.  Applicants are encouraged to implement construction and EDAI work with qualified professionals and consultants and to interview more than one contractor to determine whether their qualifications and goals are aligned with the aims of the project.

The purpose of an accessibility audit is to establish how well the outdoor school site including buildings provides access and ease of use by a wide range of potential users.  An audit can benefit an organization by prioritizing needs to support long term planning.  If an accessibility audit has been completed for/by the site within the last two years, the project should include at least one of the audit’s identified concerns or an explanation of the priority of the proposed project. If an accessibility audit has not been completed within the last two years, one must be included in the proposed project’s scope of work.

GRANT EXCLUSIONS AND RESTRICTIONS

All funded projects must include the use of the Special Education and Accessibility Self-Evaluation Tool (SEASET) (available on the Outdoor School website).

Funding cannot be used for previously completed work, fundraising events, religious activities, deficit funding, lobbying, the purchase of equipment, construction machinery/heavy equipment, vehicles, job shacks/mobile office units, real estate, property, or the construction of capital improvement projects (new buildings). Equipment is defined as nonexpendable items with a useful life beyond the project and with a per unit cost of more than $2,500. If your project requires the purchase of equipment related to accessibility, please contact Priscilla Johnson (priscilla.johnson@oregonstate.edu) prior to submitting your application to receive authorization to include equipment.

Construction and improvement projects may include support for in-progress projects if the original project start date was July 1, 2022, or later.  All grant funded tasks must be completed by May 31, 2025

[1] An accessibility audit is conducted by a contractor specializing in accessibility and establishes how well the outdoor school site (including existing buildings) provides access and ease of use by a wide range of potential users.  An accessibility audit can assist an organization in prioritizing needs to support long term planning. 

 

[2] Matching or in-kind funds are defined as additional resources expended by the Grantee organization to further the grant objectives including material, equipment, personnel, and other grant funding.

[3] If the scope of work is targeted towards increasing participation or improving the experience of students of a particular race, national origin or sex, students who do not fall into the applicable category may not be excluded from a benefit or activity because of their race, national origin, or sex.  In other words, though scopes of work may be targeted towards increasing participation or improving the experience of students of particular races, national origins or sexes, all races, national origins and sexes of students must have equal opportunity to receive any benefit or participate in any activity that is part of the scope of work.
